The quote is saying that improvement starts once you decide to start it. nobody is going to make you do something you do not want to do. if you decide to stay a mean person you will stay a mean person but if you decide to change your attitude later on you will improve.when you decide you want to improve that is when it is going to happen.
EX: if someone wants to stay at home and not go to school thats on them if they do not want to change and improve.
